In one of his final cases before Brinkston, Arrow accidentally injured a bystander while apprehending her, and when she taunted him about it, nearly beat her to death (her defenses suck on ice). She was put away for life, thereby missing out on Brinkston. Soon after the Protectors reformed, she escaped and went on a spree, eventually drawing Arrow out of retirement (he had quit for a while after killing a child accidentally).
