Background: When Clay Carter gained the power of Man of War, his brother began
to slip into Clay's shadow. He was never as good as Clay, never as smart as 
Clay, never as patriotic as Clay, and so on until he thought he'd explode. 
When Castro was assassinated in the mid 80's, he jumped at the chance to 
outshine Clay and joined the US forces helping set up the new government. His 
bunker got hit, and he was listed as KIA.

But that wasn't the end of the story. He survived the explosion, if only 
barely, and was spirited away to a Kill Corps lab which was working on 
cybernetic enhancement (perhaps on of Montag's projects). He was given the 
chance to become a superhuman and kill for his country. He leapt (figuratively,
as his legs had been blown off) at the chance, and became Fracas, the One Man
Bad Part Of Town (my appelation).

Fighting his brother in Cuba recently, he was nearly killed again, but Man of 
War refused to finish the job. Fracas, who has abandoned his old name for good,
is presumably recovering and looking forward to a rematch.
