Alternate Racial Characteristic Maximums for Fantasy Hero

Huh? Alternate characteristic maximums? What for? Well, if you have the 2nd edition of Fantasy Hero (for 4th edition Hero System) then you seen the fantasy racial packages and the methods used by the authors to handle modified characteristic maximums. Basically, if a characteristic has a raised maximum, you pay the extra points up front (the double cost) for the potential of going above human max (and, conversely, you get "refunded" the half cost for having a max reduced). Personally, I found this somewhat distasteful - the idea of paying points and getting nothing for them just seems counter to the idea of a balance, point based system.

So, armed with the idea that there must be a better way, I set out to create a system of characteristic maximums that are pre-balanced against each other. In other words, the increased maxes balance out against the decreased maxes. You simply choose your race, note the changed maximums, and build you character.
