This character likes likes to meet strangers, to learn new languages, to see new places, and to explore new cultures. He doesn't necessarily dislike his neighbors, his own language, or his own culture. He just thinks that the cultures of other lands are fascinating, nearly to the point of obsession.
The character can either be fascinated with all foreign cultures, or "specialize" in a single culture. (For example, an "anglophile" is a person fascinated with English culture.)
