The energy blast has been bought 'continuous' so he can just keep burning people after the initial grab. The "Based on Available Fire" simulates the way he controls available fire, but does not produce it herself. Here's a rough guide to what he can do with various levels of flame: Candle 2d6 energy blast 8 Str TK Torch 8d6 " " 25 " " Bonfire 12d6 " " 38 " " Flamethrower 20d6 " " 60 " " He can't do better than 20d6 no matter how much fire is available. How come Black Queen gets a -1 for the same limitation? Because she doesn't carry a flamethrower everywhere she goes.
