He is still vulnerable to things that would affect sand (Disintegration, Extreme Heat) and can be knocked back but not hurt by most attacks. If a substantial portion of his mass (more than 10%) is isolated from the rest of him (put in an airtight container) he cannot reform. If he is hit by an attack that would be large enough to do body to him (19 or more body) he cannot reform on his next phase.
